Human Resources in UNDP
A People-Centred Strategy 2008-2011
The Human Resources (HR) Strategy is based on the fundamental premise that people are the core asset of UNDP and the drivers of its success. It acknowledges the fact that the contribution made by UNDP staff gives the organization its unique competitive advantage and helps it to make a difference in the lives of the people we serve. The Strategy therefore adopts a people-centred approach to building UNDP's human and intellectual capital through the effective design and implementation of HR policies and practices aimed at fulfilling UNDP's goals and priorities as enunciated in the Strategic Plan 2008-2011. It aims to respond effectively to internal and external challenges such as those resulting from the UN Reform, workforce demographics and the dynamic development scenario. While the Strategic Plan is about achieving development results, the HR Strategy is about organizational effectiveness and the human component that helps us get there.
The HR Strategy takes bold new strides and articulates a set of integrated policies and practices which will help to enhance HR management in UNDP, based on the following principles:
1. The UNDP's human capital must be aligned with corporate goals, needs and priorities.
2. Effective human resource management is the collective responsibility of staff at all levels of the organization. The role of managers is critical in empowering, developing and nurturing staff and carries with it a high degree of accountability for these responsibilities.
3. A highly skilled, motivated and effective staff is the first step to achieving organizational excellence and delivering on development results.
4. Staff performs at their best in an enabling environment that is safe, secure and responds to their professional and personal development.
5. UNDP is an organization that cares for it staff and develops them.
6. The Strategy is articulated around the values, ideals and principles embodied in the UN Charter.
